The Czech Republic’s electronic waste register has been rated the best in Europe

According to the report No.3/2022 of the European Topic Centre for Circular Economy (ETC/CE) prepared for the European Environment Agency (EEA) evaluating individual national electronic systems for waste data management and evaluation, the Czech Republic’s system was evaluated as the best.

The basis of this electronic system is the Information System for Reporting Obligations (ISPOP), to which the mandatory data are reported, and the Information System for Waste Management (ISOH), which is used for subsequent verification, processing and evaluation of the reported data.

The success of the national waste data system is not only due to the Czech Environmental Information Agency as the system operator, data verifier, data processor and data evaluation, but also to those who participate in its development and operation, i.e. the Ministry of the Environment as the system owner and creator of the related legislation, regional authorities and municipalities with extended competence, who are involved in both data validation and operation permitting, but above all to all entities that report data according to the Waste Act. Waste management and other related information is reported annually to the ISPOP and ISOH systems by 31,000 unique entities with a total of 93,000 reports, which are subsequently verified by 206 municipal authorities with extended competence, 14 regional authorities and the staff of the Czech Environmental Information Agency, which is the waste data centre. Since 2023, unprocessed reported data are also completely taken over by the Czech Statistical Office, thus removing the need for double reporting of waste.

Currently, the systems that have fully computerised data management in the waste management sector are undergoing a generational change. The ISPOP system has been running in a modernised environment since 2022, the development of the new ISOH as a whole will be completed at the end of 2023, with subparts already in extended pilot operation and the reported data for 2022 will be processed in the new system for the first time. ISOH2 will not only speed up and simplify the processes related to the verification of reported data, but will expand the possibilities for data linkage, publication and visualisation.
